他说，目前我国犬只伤人案件在追责中存在一些问题。在法律层面，若要对犬只伤人案件中犬只的饲养者或管理者追责，只有在民法典第1246条中用侵权责任予以明确规定，对于犬只伤人这一类具体案件，在其他法律中并不能找到明确依据。
